Why do complete w*****s get all the important jobs?

Sepp Blatter is just the latest example of a phenomenum I have increasingly become aware of. It seems that plumb jobs in important organisations are gobbled up by the most unsuitable candidates and there is a seemingly unending stream of acolytes who scream black is white to rtell you how marvellous they are. It ends with the organisation in tatters, its credibity shattered. Usually the miscreants not only get off scott free but get a huge payoff. It seems true in politics, big business and NGO's. No names, dont want lawsuits but I bet you can name half a dozen off the top of your head.
