Unison General Secretary Election - more dodgy shenanigans?

I was forwarded an email concerning the investigation into the investigation into the Unison Election last night. I find the contents of this highly disturbing. This has been circulated amongst Unison officials.

Dear colleagues, please see email below from the Presidential Team and Trustees which I wanted to make you aware of.

May I take this opportunity to wish you all a very merry Christmas and Happy New Year.

Dear Colleague

As you know a number of serious allegations have been made against our union in London.

The complaints are being investigated.

Whilst it is not our practice to comment on an ongoing investigation on this occasion we believe there is one aspect that warrants public disclosure.  This can be done without compromising the rights of those involved in this matter.

The complaint presented by Jon Rogers relies heavily on an anonymous recording.  Given the seriousness of this tape the union commissioned an independent forensic report of the recording.  The Presidential Team and the Trustees of the union now have the full report from the Audio Forensic Service.

The forensic analysis was undertaken by an accredited audio specialist and the company is used by the High Court for audio evidence.

The report clearly states that “the probability of tampering is exceptionally high”.  On a scale of 1 (low) to 5 (high), the Independent Expert rates the tape as a 5/5.

The results have been passed to the Investigating Officer and the ERS and as the Presidential Team and Trustees we are also asking for a formal investigation of the providence of the recording.

Please share as appropriate.

Now to the untrained eye this sounds like a very damning piece of evidence. I do however have to put on my hat as an audio engineer who owns a recording studio and ask a few questions. These are very simple to answer.  I have been asked on occasion to analyse recordings for such purposes. The first is to ask what they mean by "tampering". The implication from the email is that the recording cannot be trusted as it has been "tampered with". What is odd is that despite being able to circlate to Unison officials a claim that the recording has been tampered with, the nature of this "tampering" is not specified.

So what could tampering mean, in the context of an audio tape? Here are the main types of thing I would look for when asked to review a recording. The first two in effect are fraudulent. The third is quite the opposite. It is simply ensuring the key sections can be heard.

1.  Editing. This is where a recording has key sections removed or cut up and  put back together. For instance take the phrase "I am not convinced that Henry is a good boy". It would be fairly easy to remove the word "not" and the whole context of the phrase is changed. Theoretically it is possible to cut a speech up into constituent words and put back together in a completely different order take "Last night I went to see MY MOTHER. She has an infestation of japanese knotweed, which IS AN ALIEN invasive species. Her whole garden is being destroyed ERADICATING it. SHE IS so fed up she is SET ON going to EASTBOURNE for christmas" becomes "MY MOTHER IS AN ALIEN, SHE IS SET ON ERADICATING EASTBOURNE". As you can see, potentially this can make a quite mundane conversation into something completely different.  I haven't analysed the recording on , but if the allegation is that the tape has been edited, this is very easy to demonstrate. As the meeting was public, you can use the background noise as a reference and you can easily identify exactly where the edits have taken place. I would expect a forensic company to say "there is a high probability that the tape has been EDITED (not tampered with). If someone was to ask me whether this was a feasable way of stitching someone up, I would say categorically no and I would advise against it, as it is very easy to spot. It is worth noting that there are two types of edits. One is a malicious edit, which changes the context of the recording. The other is what is called a cosmetic edit. A cosmetic edit is one where a section of a recording is removed in a way which does not change the context. In this case a section of a recording is removed as it is not relevant to the topic and its removal does not change the context of what is being said. For instance TV news is a whole series of edits. No one claims this is not trustworthy. It appears that there is a cosmetic edit at 2:52 into the audio file, where there is a break in audio of around five seconds. If this is the reason that the forensic analysis has deemed the recording "tampered with", then I would say that this is a very misleading statement. This is quite clearly a cosmetic edit.

2. Overdubs. Again this is another way in which a dodgy or unscrupulous person could make a tape seem to be something which it is not. You simply need to get someone who is a good mimic to say what you want and splice it into the recording. In this circumstance, it would be fairly easy to spot. In a public meeting, the background noise, the natural reverberation/ echo of the room and exact speech patterns of the person could be identified. Although it is easy to trick a human ear that you sound like someone else, there is fairly standard software which you can use which would identify the imitator. The pitch and tempo of the speech is impossible to match exactly. You would also see a general raising of the sound level.  If someone was to ask me whether this was a feasable way of stitching someone up, I would say categorically no and I would advise against it, as it is very easy to spot.

3. Audio enhancement. This is something our company does all the time (at this point I must state that I/my company have had no involvement at all with the Unison audio recording in question). Just about every video the Barnet Eye has ever posted of Barnet Town Hall has audio enhancement. When recording public meetings, it is often impossible to hear exactly what is being said. I spend hours fiddling with the sound levels in the studio. This isn't changing anything, it is simply removing background noise, using various noise filters etc. The recording is still a true representation of the meeting, it simply means that the speaker can be heard. If, as I suspect, the "tampering with" is simply audio enhancement, this in no way casts into doubt the veracity of the tape.

For the Unison officials claims to be taken seriously, they need to publish the full report, stating exactly why they have concluded that the the recording has been "tampered with". If they are alleging editing or overdubs, then the report will quite clearly show graphic representations of sound waves and background levels abruptly changing and key sound signatures that demonstrate tampering. All of this is very easy to produce. Having made the claims, it is clear that they need hard scientifically verifiable evidence to prove it. If they are simply claiming the audio has been enhanced but not overdubbed or edited, then the above email is highly misleading.

Unison officials are circulating emails that are highly prejudicial to the investigation. As they have attempted to influence the investigation, it is now imperative that an external investigation is conducted and they commission their own forensic audio analysis. If the recordings have had any audio enhancement, it should be quite simple to provide an unenhanced copy of the recording. If there are edits or overdubs present, this would quite clearly show that the whole allegation is baseless. If however, there have simply been a few tweaks to suppress background noise and improve the audibility of the tape, then the people who have circulated this email have some very serious questions to answer. I am highy suspicious that there is only one sentence fromw hat is presumably a lengthy report, contained in the above email with no context and no description of the nature of the tampering.

The claims in the above email are a matter of the upmost seriousness. I will be contacting John Burgess to request that he gets a copy of the forensic audio report. I will then review it on his behalf and publish whether this has exposed the tape or simply been misconstrued by people who are not technically qualified to understand what is being said. Either way, the truth has to be told.

One thing is completely clear to me. There is a concerted campaign by the upper echelons of Unison to shut down the debate on the malpractice allegations.

Guest Blogs - Don't forget carers at Christmas by Linda Edwards

By Linda Edwards

At the age of 90 years my mother has recently moved into a third care home.  Below is a copy of our Festive Greetings to the care staff and management of mum's new care home.  I share this with you because carers are so often not valued by their management and at last we have found a care home that respects, values, cares for and about their staff and residents.

 Dear Friend

I write to you as a 'friend' because each and every one of you have demonstrated many of the virtues and attributes of friendship towards my mother in her 'winter' years.

Mum has not been used to enough kindness in her life time and each time you have had a connection with her, you have demonstrated kindness, gentleness, compassion, caring and love.  Whether this has been through personal care, feeding, emptying a bin, making her bed, cleaning, chatting or greeting her family so that we may enjoy a happy visit.

I have always experienced positive and proactive communication within your working 'family'.  This culture is so rare for vulnerable people and I feel so grateful to have you in my mother's life.    I believe you have the most precious and privileged job in the world.   The responsibility of how you fulfil your responsibility is dependent on management and on your own integrity, conscience and commitment to making vulnerable people's lives the best it can be.

At this time of year when many of you are caring for other people's family and many miles away from your own family, I send you my love and appreciation.  I truly value the love, care, compassion and kindness you have shown to mum and that I see you give to other residents.

 Thank you all.

 With love

Linda Edwards has been a family carer and involved in the social care system most of her adult life.  She has experienced the best and worst in caring, compassion, empathy, competence and integrity for vulnerable people.  Most often, bad practice has arisen from bad management where there is a culture of fear, secretiveness, mistrust and defensiveness.  This culture results in carers feeling devalued, often dehumanised and in turn, translates to vulnerable people being ignored, neglected and uncared for.

Whilst exposing bad practice, we need to celebrate good management and care. Please celebrate with us in acknowledging and thanking everyone we meet who is giving care to vulnerable people.  We too are very likely to be recipients of social care in the future.

Barnet Council repaving project - Praise where praise is due

Before

During
Like many streets in Barnet, my street has had its pavement relaid. The cost of this has been reported as £50 million.A couple of months ago, we received a communication from Barnet Council detailing the schedule for our road. We'd have 18 weeks of disruption and there would be extended periods where street parking outside our house would be suspended. There would also be periods of limited accessibility. This was how the pavement looked before the works.
Toilet and all

Once the work started, it was clear just how much disruption this would entail. My house is one of only two in our street without a carport. As you can see from the adjacent picture, it was not only on street parking that was affected. In fact cars couldn't get in or out of driveways for a period. For those with limited access or requiring wheelchairs (several of my neighbours are in this position) there were a couple of days when they were effectively trapped.

Some of our neighbours also had the pleasure of public toilets for the workmen outside their front doors. We also had the joy of numerous early morning deliveries. The one shown was at 07:30, despite the council telling us that the earliest deliveries would be at 8am. Although this was disturbing and rather annoying, it did at least cause less disruption than some of the later deliveries when the road was busier. We have a busy nursery in our road and we've had gridlock on a couple of occasions.
After

Anyway our side of the road has been done. The contractors have done a fine job. Many of my neighbours (who I have found out are avid readers of the blog) have been highly impressed by the new surface. It is very smooth. Previously, the large paving slabs outside of peoples homes with carports were heavily cracked and quite a few had potential trip hazards, these have been replaced with small bricks, less likely to break. Clearly £50 million is a huge sum to spend. Some people have suggested to me that at this time, this is the wrong way to spend this.

Of course, there will be a thousand things that have been cut that this £50 million could be quite sensibly spent to maintain but I had a chat with one of our Conservative Councillors who explained the way the finances of this worked. I have to agree with him that in this case, the decision was a sensible and sound one. He suggested that it may be helpful to explain this.

This is an infrastructure project. Many of the pavements in Barnet have been negected for years. The council has to field compensation claims from people who have accidents and injure themselves and have a duty of care to ensure that any potential hazard is fixed. If a hazard is known by the council and a person injures themselves, the claim has an aggrevating factor as it becomes preventable and the council can be deemed negligent. Fixing pavements on an ad hoc/piecemeal way is expensive and inefficient. At present, interest rates are low and local authorities can borrow money at very reasonable rates for infrastructure projects using long term loans. The costs of servicing such loans is more than met by the savings from not having to do piecemeal patch ups.

All in all, it is a win/win. We have a safer, smoother pavement. Fewer people trip over and hurt themeselves, the council spends less on maintenance, meaning that the the debt is easily serviceable. I am a fan of infrastructure projects such as this which have a sound business case. I have no issue with public sector debt, when it is used for projects that improve our environment.

There are a few minor gripes, the parking restrictions seem to be a bit OTT. Whilst it is clear that contractors need access to where they are working, at times it seems that half the street is cordoned off, when there is little need or justification. It would also have been better if the council had informed residents of exactly when they'd have no/restricted to their house. Saying "work will go on over an 18 week period" is not exactly helpful.

Finally a quick word to compliment the contractors on their good humour and manners. Despite the huge disruption, they have done a fine job.

Rog T's Cancer Blog - A disaster or an opportunity

For those of you who are regular readers and have read the previous posts on Cancer, you can skip this first paragraph. This is the latest installment in my occasional series about how I'm adjusting to living with a big C in my life.  For those of you who aren't, here's a quick summary. I'm 51 years old and in October 2011 I  had a prostate biopsy following two "slightly high" PSA tests - 2.8 & 4.1. The biopsy took ten tissue samples and one of these showed a "low grade cancer" which gave me a 3+3 on the Gleason scale. I'm now on a program of active monitoring.  In early February, I got the results of the a PSA test - down to 3.5 and an MRI scan which found absolutely nothing, two more tests in 2012 were at 3.5 and 3.9, in 2013 my test was 4.0, Jan 2014 was 3.8, August 2014 was 4.0,  February 2015 it was  up to 5.5  and my latest in August 2015 was down againg at 4.6. In October 2015 I had a transperinial Prostate biopsy, that revealed higher grade cancer and my Gleason score was raised to 3+4 (Small mass + more aggressive cancer), albiet with small mass. Now I am awaiting HIFU (Hi Intensity Focused Ultrasound) treatment in January at UCHL). I've no symptoms and sadly for a few people, if I'm gonna die soon, it won't be from Prostate cancer. Got the picture?

So here we are in December getting ready for Xmas. Lots of boozing and gluttony. Then in January, we have the new year. Have you made your New Years resolution? I haven't. There is a reason for this. On the 22nd Jan, I will be admitted into UCH for the day to have my prostate gland zapped with Hi Intensity Focused Ultrasound beams. In the circumstances, I sort of think that my New Year maybe should start on Feb 1st. I normally make a half hearted attempt to give up boozing that usually lasts about two weeks. I can't say this concept has much appeal.

As to the HIFU, having opted for this in December, I've had a couple of follow up appointments. As it is a trial, I had to go through various extra hoops. These involve signing lots of forms and going through the procedure. Doctors tend to discuss things in a rather matter of fact manner. As I've never had such things as a cathater, I had a stack of questions (I will have one for a week). I learned all sorts of interesting facts. For instance it is possible to have sexual intercourse whilst wearing one, although the consultant advised that I probably wouldn't be in the mood. The bottom line is that he's advised me to take a couple of weeks off work. I am one of those strange fellows who actually quite likes working, so this is not really a bonus. But it is not a disaster. Let me explain why.

On Sunday I bumped into John Hart, who is one of our local Conservative councillors. John is an interesting chap, an octogenerian. He's been around a bit, was formerly a Polytechnic lecturer. Unlike many Conservatives, John doesn't dislike Trades Unions, in fact he set his own one for lecturers. he has written a book and is fluent in a range of languages. He made an interesting comment to me. He said "why don't you knock the blogging on the head and write a book? It's far more interesting". I think my answer rather surprised him. I told him that I'm in the process of writing two. The first of these is a novel I've been working on for many years. It is a tale of sordid sex and manipulation in the workplace. I completed it many years ago and was about to see if I could get it published when my hard disc crashed and I lost the lot. However it is all in the head, so it simply needs retyping. The second book is "How to make money in the music industry". This is actually more an autobiography as to how I somehow managed to end up as the owner of one of Londons most successful music studios. John suggested that I concentrate on the second of the two. His advice "People will always shell out cash for something if they think it could tell them how to earn a few quid".  As I'm a prolific writer, I reckon I could knock both out in a week, as I won't have any distractions (apart from pain and discomfort of course).

Then there is the Save London Music campaign. I have also decided to make a documentary film to support the campaign. I have a few contacts in the music industry and I think I've come up with a rather good idea which will help to raise the profile of the campaign. I don't want o say too much as its a bit nickable, but if you are a TV producer, then maybe you might like a chat as if I can get proper finance for the project, it will be fantastic as opposed to just rather good. So that is another thing to focus on.

Then there are The False Dots. My band. We have nearly finished our new album, we will be recording the final two (or possibly three) songs early in January. Then we have our new project "London Symphonies". This will largely be written by Allen Ashley, with myself and the other Dots contributing the music, but I will definately be writing a few numbers. This is a very different project from what we've worked on before. It is ambitious, but that has never daunted me! (BTW The False Dots are appearing at The Barnet Eye annual awards at The Chandos Arms, Colindale on Friday evening - Admission is free).

I was outlining my plans for my two week sabbatical to a friend. He said "Mate, you are in denial, why are you think about all this crap when yo should be focussing on getting better". He was worried that I may be jeopardising my health by taking too much stress on when I should be resting and recovering. The answer is simple. I will only do any of this if I feel like it. I've learned to manage my body over the years. I always make sure I sleep enough, eat good things and keep hydrated. I have many things which help me destress, I have regular massages. I go to a health club at least once a week, simply to have a sauna and a jacuzzi. I also have various medative exercises. I believe that the way to cope is to have balance. Positivity is my greatest weapon against cancer. Having something to live for.

I have always had one abiding principle in life, before I finish one project, I get the next underway. This way, I never finish a job and think "What do I do with myself now?". Life is fantastic, it is the greatest gift God could give us. We live in a city where you could go out every night of the year (if you could afford it) and see great musicians. You can eat the foo of the world. We have museums, cathedrals and parks which you can visit for free. You can walk down the South bank and see street entertainers and fantastic views. There's an old saying, if you are tired of London, you are tired of life. We have BBC Radio London, which has the Robert Elms show, which is the chronicle of London. I believe Elms to be the modern day Samuel Pepys.

In short, there is plenty to live for and the time to appreciate it is today. When my mother turned 80, she gave me some very sound advice. When she was 75, she had a life changing stroke and was instantly changed from a vivacious woman to a housebound, little old lady. She'd spent five years living as a virtual recluse, only really seeing family. I asked if she had any regrets. She said "none at all, I made sure that I did everything I wanted to in life. I am happy now to sit at home, read books and have a drink. I always vowed to not be a person who waited till it was too late to do the things I wanted".

That has been my ethos. I hope it sees me through.
