I've known local football coach Paul Fitzgerald for some time. He used to run a training scheme for young footballers which my son attended. He was also a key figure in the Mill Hill Village Youth football training setup.
I was invited down to Grahame Park to see Pauls latest venture, the Academy of Football Specific Training. Like many people at the grassroots level in the community, Paul is not really one for the limelight, preferring just to get on with his job. So although he was keen for the Barnet Eye to get the word out about his scheme, he was too camera shy to give me an interview! We had a cup of tea and a chat about local football.
Paul has taken on the management of the Grahame Park community
football pitch and is using it as his training hub. Until recently the
pitch and the training rooms were semi derelict and vandalised. During
my visit I was pleased to bump into the Mayor of Barnet Hugh Rayner, who
was down to see how the operation was getting off the ground. It turns
out that Hugh knows Paul and is a big fan of his work. Hugh has helped
Paul negotiate some of the hurdles and (after a bit of cajoling) gave me
a short interview talking about the scheme.
Now we can all be a tad cynical at times, but I think this is an example of the Mayor doing a good job. People within the community such as Paul need all the help that they can get to negotiate the hurdles of dealing with the council, and it is clear that Hugh has been supportive. I've been critical in the past of the council for its poor record of protecting football pitches and other community facilities from developers. That Hugh has recognised the vital role such pitches and figures like Paul play is a very positive development and I sincerely hope that this signals a more general move towards protecting community assets.

How good is your councillor? The Barnet Eye League table of councillors - Part 2 - The list of shame
This is the second in our list of blogs, where we look at Barnet Council and we rate our local councillors. This is a purely personal view. On Sunday 16th November we looked at the good councillors in Barnet. Those that we believe are doing a good job, irrespective of their party allegiance. I chose 8 Tories, 1 Lib Dem and 11 Labour councillors as examples of effective Councillors doing a good job. Todays list are the ones we believe don't cut the mustard and should be shipped off to the political wilderness. This list is not a list of personal gripes, it is based on the fact that I believe these politicians can demonstrably be shown to have failed to do a good job. The list is in order of worst first.
#1 - Barnets worst Councillor. This was an exceptionally easy choice. This man has been responsible for developing a string of policies so unpopular that they have been slung out by the the council even though the Conservatives have a majority in both the Council chamber and the relevant committees. He championed the hugely unpopular cuts to the Mapledown School after school respite service and the Moss Hall nursery school. His pompous, dismissive and arrogant manner has alienated Councillors of all persuasions and infuriated the public at meetings. I happened to bump into a Tory Councillor in Finchley on Saturday who asked when I would be running this blog. I told them that this would be running today. They asked who I'd picked as my worst Councillor, when I told them, they laughed and said "an excellent choice". Just in case you were wondering, this isn't a councillor who generally endorses the Barnet Eye, if you get my drift. I also notice that this councillor declines to give a contact number in his profile. In his declaration of interests, he doesn't list a single organisation to which he contributes, other than CFI, FGGCA and CBCA - http://barnet.moderngov.co.uk/mgConvert2PDF.aspx?ID=177&T=6 - Now of course this is his business, but most councillors play an active role in their community. If you want a good example of a concerned Conservative have a look at Sury Khatri's interests.
#7 - According to disgraced former Councillor Brian Coleman, this is the Councillor who is really running the Council. She is the wife of the Council Leader. Mr Coleman rather bitchily says "Not possible to have a short conversation with her it is just easier to say yes and save the phone bill cost . Her husband long ago opted for the easier option of agreeing with his wife . Has turned the Conservative Party in Totteridge almost into a family business." Whilst the Barnet Eye has little time for Mr Coleman or his antics, one suspects that Mrs C is the one person who holds sway over the Leader. As such she must take much of the blame for the mishaps that have struck the council. We really think it's time she started to use her influence a little more wisely.
#9 - Now we are down to the last two in our list. I have chosen these two purely to make a point. They both have the lowest attendence record of council meetings in the last six months for their respective parties and they have both failed to attend meetings which the council logged them as being supposed to attend. For the Tories, the member with the lowest attendence is our Controversial Mayor, who has managed a mere 6. Now as Mayor, Mr Rayner will be excused the workload of other members, which may be a mitigating factor, but he's still failed to show for 25% where he was expected. When you consider that his colleague Sury Khatri (who is rightly in the best councillors list) made 18 out of 18, one has to say "Come on Hugh, pull your socks up"
So we conclude our list of shame. Do you agree? Have we been unfair to one of the recipients of the Barnet Timewasters awards? We think if you are ineffective, don't do your job, can't be bothered to turn up or don't have the intellect to make the case for the people you are supposed to represent, then you shouldn't be in the Town Hall and you shouldn't be claiming an allowance from the taxpayer. As to the third list - Well these are the councillors who I are either too new to draw a conclusion about or who have never done anything to get on the radar. I would also ask that if they are on the good Councillor list and you agree with me, then you drop them an email and thank them for doing their job well. Finally, if they are on the list above, drop them an email and tell them that they have made the clunkers list. Ask them what they intend to do to pull their socks up. Point out that their job is to serve you!

Carry On At The Council - Hugh Rayner must stay
There has been a concerted campaign against Hale Ward Councillor Hugh Rayner. The Labour Party has been vocierously calling for his resignation as both Mayor of Barnet and as a HAle ward Councillor. The Barnet Eye is disgusted with this partisan behaviour by the local Labour Party, which everyone knows has nothing at all to do with the behaviour of Hugh Rayner and everything to do with trying to force a by-election in the marginal Hale Ward where they stuffed up their campaign in May. There is no earthly reason why Hugh Rayner should stand down, when he exemplifies all of the qualities and talents of the local Conservative Party. None of the rest of them are going to stand down for behaviour far worse than Mr Rayner, so why should Labour pick on him?
The local Barnet Tories did not kick out Brian Coleman when he committed numerous standards breaches, becoming the only Mayor to have a standards complaint upheld against him when in office.
The local Barnet Tories did not kick out Brian Coleman when he was arrested and charged with assaulting Helen Michael outside her business in September 2012 (the National Party eventually stepped in to spare their blushes).
The local Barnet Tories did not kick out Tom Davey for putting numerous obnoxious messages on facebook belittling the disabled and people on benefits.
The local Barnet Tories did not kick out Brian Gordon for blacking up in a highly patronising attempt to impersonate Nelson Mandela.
The local Barnet Tories did not kick out Mike Freer for gambling with Council funds in Icelandic banks, despite credit ageny warnings. They actually made him an MP as reward.
The local Barnet Tories did not kick out Leader Richard Cornelius for signing a contract with Capita worth a billion pounds and not even reading it.
The local Barnet Tories did not kick out Matthew Offord for mismanaging the Aerodrome Road Bridge project to such an extent that an £12 million budget overspent by another £11 million. He was also made an MP.
The local Barnet Tories did not kick out Rueben Thompstone for misleading the people of Barnet about the finances of Mapledown Special School in comments to the press, pretending they had huge reserves that could be spent on after school schemes.
The local Barnet Tories did not kick out John Hart for racially mimicing a local woman of Sri Lankan heritage whilst chairing the Hendon & District residents forum.
We could go on, but we think you get the idea. The Tories all voted to waive the need for Hugh Rayner to declare financial interests when voting on matters concerning housing issues at the Council, so they clearly all think his behaviour is absolutely fine.
So the Barnet Eye thinks that the Labour Party is totally wrong to pick on Hugh, when all he is doing is simply displaying the values to which all his colleagues subscribe. I want him to carry on as Mayor so that between now and the Election, he can remind us exactly what sort of a character you need to be a successful politician if you are a Barnet Tory. We say Carry On Hugh..... We need you to keep reminding us.

What is going on with the Mayor in Barnet
Hugh Rayner became Mayor of Barnet in May. One of the jobs the Mayor has to do is raisde money for his chosen charities. The Barnet Eye always makes a point of supporting the Mayors Charity appeal because it is one of the the things which is non political and for the benefit of us all. I am therefore rather perplexed to see that nearly 2 months after Mr Rayner became Mayor, there has been no update of his page on the Council website with details of his Charity.
I took this up with Hugh on Thursday when I saw him and suggested that it should be sorted out post haste. It has still not been corrected. Why can't Barnet Council sort out the most simple things?
For the record during his mayoral year the Councillor Rayner has chosen to support the Barnet Association for the Blind and the RAF Museum in Hendon.I hope that we all give these charities the appropriate support.

Boris Johnson on the subject of Barnet Mayor Hugh Rayner as a Landlord
Many thsnks to the Barnet Bugle for providing this clip of Boris agreeing with Andrew Dismore that Barnet Mayor Hugh Rayner is a rather dodgy Landlord. We have to agree with both Boris and Andrew that MR Rayner does not exemplify what a good Landlord should be. No wonder in a Hendon Times poll 85% of voters thought Mr Rayner should resign as Mayor.

The NightMayor turning into a Tory train crash
First of all, lets discuss a few things that the British public don't like
They don't like bullies. They don't like rip off merchants. They don't like people who play fast and loose with the rules. We especially don't like people who we perceive to be in positions of authority who take advantage of it.
Why do I mention this? Because I think anyone associated with the Tory Party in Barnet would be well advised to give these principles some serious thought in light of the train crash unfolding around the new Mayor of Barnet, Mr Hugh Rayner. The story began last week with some rather unsavoury business practices emplyed by Mr Rayner being exposed by Andrew Dismore. He brought the subject up with the Mayor of London, Boris Johnson, who was none too impressed. Just to recap, the issues Mr Dismore revealed were.
• He drafted 12-month contracts which permit rent increases by any amount during any time of year – and in one case, a mother was slapped with a three per cent hike without warning
• Turning up to a tenant’s house unannounced at 10pm at night, “pressuring” her to sign a new lease without reading it
• Using tenant’s children as translators
• Fellow Conservative Councillor John Hart was asked to pre-sign a lease without the tenant being present – something which is illegal
• Overcharging residents on housing benefit “to the detriment of the public purse”

I've often wondered who, if anyone, advises the Barnet Tories on their PR. Whoever it is should be sacked. To my amazement, the Leader of the Barnet Tories, Richard Cornelius came out in favour of Mr Rayners business practices today. He told the Hendon Times.
Sadly for Mr Rayner and Mr Cornelius, it appears that the matter has got much worse today. New revealations about Mr Rayner have come out. It now seems that Mr Rayner has failed to declare business interests when taking part in crucial votes in the Town Hall.

Mr Rayner, as a major private Landlord took part in discussions which devised the Councils housing allocation policy. He failed to declare an interest, when the Councils new policy delares
On Friday Mr Miller was saying on the Times website
The incident with Mr Murray-Leonard cost Mr Rayner many friends in the Hendon Tories. Whilst the more stupid local Tories seem to think this tale has been dug up by Mr Dismore, in actual fact the details have been touted around the Barnet bloggers for several years by certain disaffected Tories, only too keen to see Mr Rayner get his comeuppance. None of these revealations are new to the Barnet Eye. We simply haven't had the resources to verify them, in the way that the Hendon Times has. Following a Tip off back in 2010, we posted this blog and asked some of the questions that are being asked now. I find this to be an obscene position for a Council Leader to take. By rushing out an ill thought through statement, he is now a hostage to fortune. Mr Cornelius may feel that the market rent is charging what you like to vulnerable people, but I doubt this is a widely held view. His prevaracation about what may or may not be illegal is perhaps the most disturbing comment of all. Clearly Mr Cornelius has learned nothing from the sad demise of Brian Coleman. Given that Mr Rayner has admitted all of the charges made by Mr Dismore (see his reponse to the Hendon Times here http://www.times-series.co.uk/news/11274996.POLL__Should_Barnet_Mayor_Hugh_Rayner_resign_/?ref=mr ), you would think that Mr Cornelius would have a bit more sense.

"This latest revelation appears to remove the benefit of any doubt to which Hugh Rayner was entitled. It is still not clear whether he has acted unlawfully, but he has certainly conducted himself in a manner unbecoming of an elected representative and First Citizen of the Borough."
"There is no legal requirement for Landlords to join the London Landlord Accreditation Scheme so this is irrelevant. Assured Shorthold Tenancies do not need to be witnessed so, whilst it was stupid (if true) for Cllr Hart to have witnessed a document in advance of it being signed, it is not clear that any offence has actually been committed. As for multiple rent rises during the year, if the lease clearly allows the landlord to put the rent up multiple times, then no offence has been committed – even if most people would consider such a term to be unfair. And Boris isn’t a Judge, so for him to suggest that something is “prima facie illegal” without knowing the facts is also irrelevant ."So it is clear that even former supporters of Mr Rayner have lost faith in the man. By sticking his neck out for Mr Rayner, Mr Cornelius has completely undermined his own authority and yet again shown extremely poor judgement. I tend to think Mr Miller is a fair judge of the prevailing winds in the local Tory viewpoint. He is the voice of the grassroot activist and is someone that on many occasions the elite who run the show should listen to. He started out from the position that Andrew Dismore was simply using the issue to cause trouble for the Tories, but as the story has emerged he's realised that the story is more serious. There was a time when the Barnet Tories had lots of sensible men such as Mr Miller offering sensible advice behind the scenes. Sadly for the Tories the Party has long since dispensed with their services. Mr Rayner himself organised one such purge after the last general election, which resulted in one of their most effective organisers, Mr Adrian Murray-Leonard leaving. Whilst this secured Mr Rayners position in the Hendon Labour Party, it spectacularly backfired as Mr Murray-Leonard joined UKIP and has spent the last three years organising against the local Tories. This is likely to cost the Tories the Hendon Constituency in the 2015 general election.
The incident with Mr Murray-Leonard cost Mr Rayner many friends in the Hendon Tories. Whilst the more stupid local Tories seem to think this tale has been dug up by Mr Dismore, in actual fact the details have been touted around the Barnet bloggers for several years by certain disaffected Tories, only too keen to see Mr Rayner get his comeuppance. None of these revealations are new to the Barnet Eye. We simply haven't had the resources to verify them, in the way that the Hendon Times has. Following a Tip off back in 2010, we posted this blog and asked some of the questions that are being asked now. Night Mayor in Barnet Town Hall
Oh dear, oh dear. Once more it appears that the Barnet Tories are determined to drag the role of mayor through the dirt. Once again they've put political expediency before the people of Barnet. It seems that Mr Hugh Rayner, who was recently selected by the Tories as Mayor, has been a rather naughty boy. He is a professional property developer and landlord and he's been involved in some rather shady practices. These include getting "pre witnessed" leasehold agreements, charging above the market rate and turning up at tenants homes at 10pm at night. He's also admitted to using the childen of non English speakers to translate agreements. When asked, even Boris Johnson thought this was unacceptable.
This has been revealed by the Hendon Times. They have been running a poll asking people whether he should go.

Of course there is zero chance of this happening. In 2009 Brian Coleman was Mayor and he was found guilty of breaching the Councils own code of conduct. He was not even slapped on the wrists. The truth is that Rayner won't go and the reputation of the Council will once again be dragged through the mud. I discussed the issue with a local Tory Councillor. They told me that whilst many of Rayners colleagues were disgusted, the narrow majority in the chamber meant that they were lumbered with him. I suspect that the situation will come back to bite them on the bum, should this attitude prevail.

A
fundraising dinner was organised at Everest Restaurant at Edgware last Sunday
in support of Hendon Conservative Association (HCA) on Sunday. Members and
office bearers of the HCA, members of the Nepalese community and guests
attended the dinner organised by Mr Lachhya Gurung, Conservative candidate for
the post of Councillor from Burnt Oak.
Addressing
the function, MP for Hendon, Dr Matthew Offord, appreciated the role being
played by the Nepalese community in the Borough of Barnet. Referring to the
hearing conducted by a British parliamentary committee on Gurkhas, he said a
lot more needs to be done to ensure fairness and equality for Gurkhas. Highlighting the actions taken by the
government, Dr Offord said, “We want to make this country stronger, better and
more fair.”
President of
the Hendon Conservative Association, Val
Duschinsky, said the Association was working to promote Conservative
values among the local community and work for neglected areas like Burnt Oak.
She called upon all to join hands to ensure victory of Conservative candidates
in the Borough of Barnet.
Addressing
the function, Conservative candidate Lachhya Gurung said Burnt Oak ward has always been Labour held
ward, but that with the support of local
community, he hoped to change the history.
“If elected, as a
Conservative Councillor for Burnt Oak, I will listen and work in close
coordination with the local residents. I will be available in their time of
need and be proactive to address local issues in whatever way possible,” said
Gurung adding, “I will always work to promote hard work, discipline, respect to
people from all communities and family values.” He also thanked all those who
joined the fund-raising dinner in order to support the HCA.
Chairman of the Burnt Oak
Nepalese Community (BONC), Ati Pun, and founder chairman of the BONC, Udai
Gurung, spoke about the importance of social integration and how Nepalese
community in Barnet were working with various agencies to promote communal
harmony within the Borough.
Vice Chairman of the HCA,
Hugh Rayner, Membership Secretary of the Association Councillor Sury Khatri and
District Councillor from Essex, Tina Knight, also spoke on the occasion and urged
