Guest Blog - Councillor Robert Rams - The clown in the Court of King Boris? - by John Sullivan

I found the Barnet Eye blog about Cllr Robert Rams very interesting, and the link to his blog showed he was making a considered and thoughtful contribution based on his own experiences towards Theresa May, and I agree wholeheartedly with his claim at tip number three " don't ever go private the best diabetes care is on the NHS- and my doctor is proof of that "

He was offering support and sound advice to Theresa May (http://robertrams.wordpress.com/2013/07/29/dealing-with-diabetes-an-open-letter-to-theresa-may/) for what I am sure are honourable and genuine reasons, he had no need to ask questions on the subject because he has a number of years of experience  dealing with this illness on a daily basis. My family is riddled with this illness it took the sight of my father who finished up completely blind, so Mr Rams and Theresa May have my sympathy, in fact my eldest son has just been diagnosed borderline diabetic, so the contribution of Mr Rams is useful to many people and most welcome. However whilst I hate to spoil a good story   there was a slight whiff of brown nosing as Ms May is such an important figure in the Conservative party and the current coalition government, I am sure he will be expecting a few brownie points in return for proffering his experiences in a good cause.

However it is a crying shame Mr Rams does not afford Disabled Barnet residents and their family carers the same right to provide a considered and balanced opinion, based like his on years of experience. Sadly instead he supports the race to the bottom in disability support services at Your Choice Barnet, the demolition of staff morale and the replacement of skilled staff that provide long term stability for service users, with unskilled agency staff that will not provide that vital long term stability and comradeship, along with the refusal to meaningfully and openly consult with parents carers and service users.  As he says he supports the YCB proposals , then he supports all of these things because they are what is proposed.
Several parents and family carers of disabled people under threat from YCB changes that have been concerned with the direction of YCB from its conception just over a year ago, have been refused consultation on the proposed changes to services and basically lied to. They have been dishonestly told by YCB the changes to the services will have no impact on the service users or they will result in no change, whilst highlighting in their own YCB report to the board, the negative impacts they are contemplating, in other words they have been hiding the truth from us.

We decided as a group under the umbrella of CADDSS, to instruct Professor Dexter Whitfield a specialist in this field to look into the real performance of YCB in its first year and not the fantasy claims of Cllr Rajput Kate Kennally and Tracey Lees, and his opinions on the proposed changes to the services . The three highly paid  individuals mentioned above have access to all the experts they need funded by Barnet taxpayers, so they can in effect blind the parents family carers and service users with science. They also have the ear of " The Most Influential Tory in Barnet " none other than our beloved helpful caring Cllr Robert Rams, who has rushed to the aid and support of Theresa May like a knight in shining armour. Let's not forget Cllr Rams is not only  the elected Conservative councillor for East Barnet, he is also a member of the cabinet of Barnet council, one of the selected few councillors that make all the decisions, rather than doing what they are told and rubber stamping anything the cabinet comes up with, as is the case with the remainder of the Conservative Councillors. But he also has a very important taxpayer funded job working for the GLA, that gives him access to the likes of Boris Johnson.

He was until recently an ardent supporter of everything Brian Coleman and can be seen on film nodding his head and laughing as Brian Coleman  launched a sexist attacks on concerned female Barnet residents , calling them  hags among other things. He also if my memory serves me correctly sat in silence when Coleman launched an unwarranted abusive attack on disabled people with regard to the provision of transport for them, " why should we provide transport for "THESE PEOPLE " cried bully boy Coleman, and Cllr Rams sat in silence and allowed him to continue with his abuse of the disabled. This man Coleman that was spending thousands of pounds on taxis and mini cabs to convey him from  A to B, and not a word from Cllr Rams . Whether the argument of Coleman had substance or not there was no need for the abuse, and no attempt to temper the language of Coleman was made by Cllr Rams or anyone else. Sensibly after years of supporting Brian Coleman who is now a convicted criminal after attacking a female Barnet resident in the street, Cllr Rams appears to have cut himself adrift from his old mate, mucker and mentor Brian, and if he has not it is time he did.

You would think that a man of Councillor Rams talents, who immerses himself in the detail of politics, living and breathing it on a daily basis, would be something of an expert on the policies of Barnet Council. You would think with  his back office job at the GLA, where he organises policy  briefs etc for all other Conservative GLA members, he would be informed enough and courteous enough to explain and defend a Barnet council policy to a Barnet council resident, concerned with the proposals for YCB and the future quality of care and well being of his disabled daughter and for disabled people in general in Barnet, sadly that is not the case.

The  Professor Dexter Whitfield Review on behalf of CADDSS  that I mention above , was a serious attempt to provide a platform for a constructive debate on the proposed changes at YCB, that are in effect a race to the bottom in quality of care and quality of life of all YCB service users , to help pay off the debts they have accumulated in their first year of trading. They are nothing to do with improving quality of care or quality of life , they are simply a tool to be more competitive in the market place as they refer to it, and to pay down the huge debts they have accumulated.

When we released the Professor Whitfield review our intelligent councillor Rams tweeted the following 
, which to be honest I thought was a childish and immature response to what was a serious attempt by parents carers and service users to get to the truth, and as a consequence I wrote to Cllr Rams and told him in very blunt terms what I thought of his childish outburst and discourteous comments regarding Professor Whitfield. Just to make the point if you don't know how Professor Whitfield came on the scene in the first place. The former Conservative leader of the council, now MP Mike Freer wanted the unions to give a considered and intelligent response to the outsourcing proposals, and as a consequence he gave them funding to bring the professor on board. Mike Freer told the Barnet Unison branch secretary that it was of critical importance for the unions to properly understand the process. So his old boss saw the contribution of Professor Whitfield as being a constructive way forward, and Cllr Rams sees it as an opportunity to try to besmirch the good name of the professor, and all the parents family carers service users and Barnet residents that engaged him.

I had a number of exchanges with Cllr Rams on this subject that he has warned me off making public, I suppose you could say  I have been indirectly threatened not to make them public. But what I can do is tell you what he did not do, this man this most important Tory in Barnet with access to policy information at Barnet council at his finger tips, he did not in any way attempt to justify his unnecessary and childish comments about Professor Whitfield after two request. He did not outline why he felt that the proposed race to the bottom in service provision was in his opinion a good thing as I requested twice, and he did not again as I requested twice outline what is positive in the proposals for YCB that will improve the quality of care of service users. He also from my own interpretation of his remarks , appears to think that he is better qualified to comment on this subjects than parents with  nearly 50 years coal face experience 24/7 x 365 days per years, or a family with 40 years at the coal face 365 days per year x 40 years, or other concerned family carers and parents that collectively have hundreds of years of experience in this field. At the very least he was not prepared in any way shape of form to enter into a debate on the subject, except to say we would have to agree to disagree because it is only politics anyway. Which implies he thinks that the future long term well being and quality of life of severely disabled people in Barnet is somehow or other a political game, a sport of some kind.

Even though he claims to have read the Caddss report that is highly critical of what is being proposed and actually happening as I write at YCB where staff morale is at rock bottom, and the whole concept of YCB its failed business plan and its risky future a disaster waiting to happen.  Councillor Rams has nothing to contribute, he simply implies that he knows best and we parents family carers and service users are wrong and he is right. Just to put a bit of spin on it "end of discussion enough said, now get back into your box where Barnet residents should be  seen and not heard ".
I genuinely thought that Councillors were elected to engage with the concerns of the residents  , seek a way forward that is acceptable to all parties then go on to represent the concerns fears and worries of residents, so I obviously got that wrong.  What the cabinet at Barnet council decides has absolutely nothing to do with the residents, and only the opinion of officers and consultants  with a vested interest, and Councillors according to Brian Coleman recently, being whipped at every turn to support cabinet decisions are considered valid contributions.

I hope at some stage to be able to make public my exchanges with councillor Rams  which I genuinely believe will expose how completely out of touch he is with the realities of families and parents caring and catering for adults with severe disabilities. I believe they expose he is not competent to make decisions regarding the future well being of these folk, but that will have to wait for another day.
Like Councillor Rams I do not believe in the privatisation of diabetes services and many of us parents and family carers along with Barnet residents do not believe that adult services should be outsourced  which is privatisation by another name,  we also support his claim do not go private the NHS is best. We believe that in-house services are best for our children and our wards and not the privatisation failures of YCB to date, with a plan for full privatisation at some later date. We are prepared to support councillor Rams in his anti privatisation stance, so why does he refuse to even discuss our concerns over privatisation of adult services, that are a potential Winterbourne View waiting to happen.

You know the most fundamentally important thing for a parent of a severely disabled adult child is what will happen when I die, what provision will be in place, who will be there to care for my loved one or loved ones. Those views fears and concerns are treated with such abject contempt by Cllr Rams he is not even prepared to discuss them, because he thinks he knows best. It is apparently in his opinion nothing to do with us parents and family carers, which I truly believe appears to expose a level of self opinionated uninformed arrogance that beggars belief.

Your Choice Barnets first year crisis- Part 1 - A report by Professor Dexter Whitfield for CADDSS



The following is part 1 of a report on Your Choice Barnet, prepared by CADDSS - a pressure group campaigning for better support services for disabled people. We will publish the rest of the report over the coming week.

The London Borough of Barnet set up Your Choice Barnet (YCB), a subsidiary of The Barnet Group that includes Barnet Homes, manager of the Council’s housing stock, on 1st February 2012. This was preceded by an options appraisal of Adult Social Care In-House Provider Services prepared by consultants Care and Health Solutions Limited in July 2010, which recommended formation of a LATC. A business case for a LATC was published in February 2011 followed by a ‘high level’ Business Plan for the Barnet Group in November 2011. The Barnet Group Ltd Business Plan was submitted to Cabinet and Cabinet Resources Committee in January 2012.

Financial crisis
YCB was operating at a loss within six months and this increased to £70,118 by 31 March 2013 in the draft 2012-2013 financial statement. This was a complete reversal of the £85,338 surplus forecast in the LATC business plan in January 2012. Furthermore, YCB had achieved only a small increase in new users and revenue.

The restructuring proposals
Your Choice Barnet issued a Consultation Paper on 1 March 2013 with a 90-day consultation period ending on 31 May 2013 to meet the requirements of Section 188 of the Trade Union and Labour Relations (Consolidation) Act 1992. In other words, it was a formal consultation with trade unions and did not involve service users, carers and community organisations, because the YCB maintained that the restructuring would not affect the scope or quality of services.

The bulk of the document, pages 7 – 85, contains a proposed new management restructure
with significant changes to staffing levels, jobs and terms and conditions and how these
changes will be implemented. The YCB Consultation Paper proposed:

• Divide existing services into two sub-divisions, Specialist Services (Rosa Morrison, Flower Lane and Valley Way) and Community Services (CommunitySpace, Barnet Independent Living Service (BILS) and Supported Living) including a merger of CommunitySpace and BILS.

• Deletion of 11.5 Full Time Equivalent (FTE) Team Leader posts and replaced by 8 Community Service Coordinator posts at a higher pay grade.

• Deletion of 8 (FTE) Support Workers and 4.8 (FTE) Night Support Workers and replaced with 20.5 Assistant Support Workers on a 23% lower salary grade.

• Loss of 5 Independent Living Facilitator posts and 2 Assistant Independent Living Facilitator posts.

• Deletion of enhanced payments for all staff and introduction of a 7-day week.

• Benchmarking of terms and conditions with market rates, which could result in 30% wage cuts, and the introduction of a new salary structure.

Barnet UNISON published a separate critical response to these proposals (Barnet UNISON,
2013).

The YCB Board announced a series of decisions on 17 June. The planned co-location of CommunitySpace and BILS will not proceed; changes in Supported Living and Valley Way are on hold pending consultation with carers and families; the removal of enhanced payments was also put on hold; senior and middle management changes to proceed as planned. The Board rather belatedly “requested a more robust approach to engagement and consultation with parents, carers and service users and an improvement in direct communications.”

An update on the consultation process announced limited plans to invite families to personal meetings for Valley Way and Supported Living services. Failure to engage with service users and carers The March 2013 Consultation Paper took the untenable position that there would be little or no impact on service users and carers. Thus YCB made no attempt to consult to service users, carers and community organisations about the nature and scope of the planned changes in service delivery, including the quality of services, other than to send them letters notifying them of the changes.

Yet YCB accepted the fundamental importance of their services: “…a number of customers rely on support across their whole life. There is a need to become a more flexible organisation and to respond to the needs and aspirations of our customers whenever and however they require our support” (YCB Consultation Paper, 2013). Service users and carers formed the Campaign Against the Destruction of Disabled Support
Services (CADDSS) in September 2011. In May 2013, supported by Barnet Alliance for Public Services, launched a campaign to challenge YCB’s failure to engage service users and carers in the consultation process.

Service users and carers, Barnet Alliance for Public Services and Barnet UNISON attended
the YCB Board meeting in May 2013, but the Board refused to discuss the service and staff
changes.

YCB eventually agreed to ‘consult’ with service users and carers following the initiation of legal action against YCB by four service users on the failure to consult. The YCB Board responded:

“The Board has decided in principle to proceed with the front-line changes to supported living, salary enhancements and the change to waking night arrangements both within supported living and Valley Way. However, the Board is of the opinion that before making any final decision it needs more information on the effect on service users their families and wider stakeholders and to hear people’s views on any alternatives. To that end the Board intends to consult further, and Your Choice Barnet will shortly be
drawing up proposals for the consultation exercise …” (YCB Board letter to Irwin Mitchell, solicitors, June 2013).

The Board also agreed for legal reasons “…not to proceed for the moment” with the colocation of CommunitySpace and BILS and give the 25 staff who have been offered and paid redundancy the choice to proceed with redundancy or not. By mid July 32 staff had left via a combination or compulsory or voluntary redundancy and resignation.

YCB’s approach to engagement is examined in more detail in Part 2, but the tone of the Board’s letter indicates they believe this is a ‘concession’ to service users and carers in the belief that there is no need to consult them about the restructuring proposals. The consultation is also framed as a ‘gathering information exercise’ with no sense of responsibility or policy to engage implied despite earlier reports to the Board (see Part 2); and there is a clear message that they intend to proceed as planned and will not countenance
criticism or alternatives.

Failure to fully assess the impact of restructuring proposals The YCB Consultation Paper does not contain an impact assessment of the restructuring proposals on the quality and scope of services and how this may affect service users and carers. However, a separate Equality Impact Assessment was recently released, which is discussed in Part 2.

Very little financial information has been released, except for the list of savings achieved in 2012-13, in particular the financial impact of the £1m three-year repayment to Barnet Homes. Hence, it is difficult to determine the financial impact of restructuring and the impact it may have on YCB’s financial forecasts.

The Consultation Paper did not contain a new risk assessment, which is particularly serious given that the restructuring introduced several new risks and increased some existing risks (see Part 3).

Barnet Independent Living Service: Specialist support to adults with a range of physical and sensory impairments. Supported Living: Helping people with learning disabilities to live as independently as possible in their own home.

CommunitySpace: A day service offering community support, activities and care for adults with a
wide range of learning disabilities.

Flower Lane Autism: A specialist support service helping people on the autism spectrum to gain
confidence and become more independent.

Rosa Morison: A day service for adults with profound and complex learning and physical
disabilities.

Valley Way Respite Service: A specialist respite service for adults with complex learning
disabilities, physical disabilities, autism or challenging behaviour.

One Barnet - the facts that the Barnet Council do not want to listen to

On Satuday 7th July, the Barnet Alliance for Public Services held a conference, featuring presentations by Andy Mudd from the Association for Public Service Excellence, Professor Dexter Whitfield who is an expert  on the subject of outsourcing in local government and was originally engaged by Barnet Council to assist the local trades unions get to grips with the issues of outsourcing and John Dix, AKA Blogger Mr Reasonable, who is a consultant who advises organisations on outsourcing and management transformation.

Each speaker gave interesting and informative presentations. As you will see from the highlights presented here, none of these speakers are wild eyed lunatics,  speaking beyond their pay grade. All gave reasoned arguments to support their case that transforming Barnet into an unaccountable and opaque commissioning Council presents a huge financial risk to the people of Barnet.

How has Barnet Council responded to repeated attempts to engage in a grown up discussion? Councillor Robert Rams described APSE as a left wing organisation, despite the fact that it works with over 300 local authorities of all political persuasions and is generally held in high esteem. Needless to say that Councillor Rams didn't attend the presentations given by APSE. How he formed this opinion is a mystery. It is clearly not evidence based (unlike the information presented by Andy Mudd).

Here is a section of Mr Mudd's presentation, where he outlined the risks of outsourcing and how commercial companies have largely abandoned the strategy as a means of achieving efficiency.


Here is John Dix explaining the One Barnet program in lay mans terms. This is probably the best description of the process I've seen. Every Barnet resident should watch this clip, as it sums up what is happening and what how we are spending £20 Million pounds of taxpayers money


Here we have Professor Dexter Whitfield detailing how similar "experiments" at other councils have floundered. Of 44 major outsourcing projects, 11 have failed. That is a 25% failure rate. As Professor Whitfield asks, would you buy a car which had a one in four probability of going wrong?


Not a single Barnet Conservative Councillor attended the conference. They do not want to listen to the potentially calamitous risks associated with the project. They are planning to spend another ten million pounds (on top of the nine million already spent) purely on consultants reports into the process. The project has been running for four years and no savings at all have been delivered. The figures and business case are based largely on finger in the air guesses. Barnet has a poor record of dealing with private companies. We have seen major scandals with both the Metpro contract (£1.4 million) and RM Countrysides (£2.4 million). We are also hearing reports of major issues with the NSL parking contract, which is another major outsourcing, which was completed this year as part of One Barnet.

We urge all councillors to watch these presentations and get in contact with APSE to schedule a proper presentation for the Barnet Council decisionmakers.

The destruction of the London Borough of Barnet

The Tory response to the economic downturn
Last night, I had a vivid demonstration of the collapse of the infrastructure supporting families within the London Borough of Barnet. Let me explain. My son plays for Watling Youth FC. Every year at this time the club holds it's awards night. Last year the event was held at the Mill Hill Sports Club. The requirements for the venue is that it has to be able to hold 40-50 boys aged 7-12 and their parents/carers/ friends. Experience has taught us that it is better for all if we have the awards at a venue with an area outside for the boys to kick a ball around, whilst the parents have a drink and a chat. The Mill Hill Sports Club was idea, with it's large grounds and clubhouse.

Fast forward 12 months. This year, the venue is shut. The London Borough of Barnet has taken the site to house a new school. So where could we go? The only suitable venue we could find was in the London Borough of Harrow, at the Canon's Community Hall. The evening (as ever) was a fantastic success with all the parents and boys thoroughly enjoying themselves.

As I sat there I pondered the fact that a club such as Watling could not find a single suitable venue in the London Borough of Barnet. How ironic that the venue we used last year is being transformed into a school. It is a graphic demonstration of the destruction of the London Borough of Barnet by this administration. There is a chronic shortage of school places, so they have to rob land from community organisations, such as the Mill Hill Sports Club, to fill the gaps. What this means is that they can fulfill their legal obligation to educate children, but there is absolutely nothing for them to do outside school hours.

I may hear supporters of the administration saying "but there are no suitable sites in Barnet for the schools". This is (or was) complete nonsense. In Mill Hill these are three school sites which are currently being redeveloped as property developments, which were formerly school.

1) St Josephs College on Lawrence Street. This huge site was formerly owned by the Roman Catholic church and was used to train students as Catholic Priests. It is a huge site.

2) Holcombe House. This was also owned by the Roman Catholic Church and housed the Missionary Institute. It offered theological training and was used by people studying to degree and masters level.

3) Littleberries. This was the former site of St Vincents School, which moved over the road. The site used to house a single form entry primary school.

All of these sites are designated as educational establishments, but the London Borough of Barnet showed no interest in the sites. They all have access to extensive lands and are in beautiful locations. If developers get their way, they will exploit these locations to build prime real estate.

But we are getting two new schools. We are getting the Etz Chaim Free School in the former Daws Lane Garden Centre, which was originally Mill Hill Swimming pool and was given to the people of Mill Hill as a gift for the sole purpose of provision of recreational facilities for the general public. We also have the Mill Hill Sports Club development. Barnet have also sold off huge parcels of land around Fairway and Broadfields schools, which could have been used to accomodate growth.

The mayhem doesn't end there. We have the huge Mill Hill East development, currently going up. This is a small town and will have it's own school. Rather sadly, the two nearest pubs to the site. The Angel and Crown and the Mill have recently shut to be replaced by yet more developments. The Mill is a particular loss, given it's beautiful Garden, which was used by many families in summer months for a pleasant pint. Both pubs were also regularly used as venues as part of the Mill Hill Music Festival.

In all of this there is a pattern. Property developers identify non residential sites such as pubs, schools, etc which provide valuable community facilities. They know that if they can get the planning consent flipped from educational usage to residential, they will make a fortune. As the pattern repeats itself across the Borough, more families are housed and the requirement for more school places increases. As the educational sites have been redeveloped, the council has to look at it's portfolio of properties and as they place no social value whatsoever on recreational activities, they know these are soft targets for conversion into schools.

I tried to instigate a campaign against the loss of the Mill Hill Sports club, but no one wants to deprive children of an education. Local people bought the council line that it was "the only possible site". I have learned from bitter experience that a campaign that local people are not interested in, is a complete waste of time.

In recent days, this blog has been focussing its attention on the One Barnet project and the One Barnet project board. When I first heard the then Council Leader, Mike Freer MP describing the One Barnet program, I was quite excited. Mike explained that it would bring together all parts of Barnet, to ensure a co-ordinated approach to running the borough. He explained that the Police, NHS, educational authorities and business would be involved and the council would have a balanced strategy. Even more radically, Mike explained that he had paid for the Trades unions to engage a top expert, Dexter Whitfield to advise them on the project, so that they could add constructive input. The Barnet Unison rep, John Burgess was initially sceptical, but the fact Barnet Council had paid for him to have access to such a figure, made John feel that there may be the basis of a very constructive process. Mike explained at a business breakfast that One Barnet would not simply be a "big outsourcing project". It would encourage efficiency by cooperation, would deliver better services for less money and would include all strands of opinion in the formation of policies. He pointed to the appontment of Dexter Whitfield as proof of his good intent.

The whole process has unravelled. Dexter Whitfield delivered his taxpayer funded report. It damned the whole process and showed it to be ill thought out, badly managed and risky. Mike Freer reacted in the most stupid way possible. Rather than seek to address the weaknesses, Freer rejected the report out of hand and withdrew to his bunker. In my blog earlier this week, I commented that the lack of transparency of the One Barnet board meetings and the membership of the board was a threat to democracy. Not because of any reservation about the individual members, but because there is a board of people talking about reshaping the Borough, none of whom are elected representatives and none of whom have any democratic mandate for what they are doing.

We also have the issue of the people who aren't represented on the board. There are no representative from small business. There are no representatives from the charitable sector. There are no representatives from any sort of environmental groups. There are no representatives from any of Barnets ethnic or religious communities. Most of all there is on one who is a single, one parent family living in social housing and on benefits and a child who is in trouble with the police. You may thing "what a stupid statement, what could someone who is a a single, one parent family living in social housing and on benefits and a child who is in trouble with the police, possibly add to the conversation about the future of Barnet?" Well, if you think about it, such a person is the person who actually has first hand experience of all of the failings of all of the organisations on the list of board members (as of my FoI request in 2010).

Lets think this through. Of the One Barnet Board, our single parent would probably have the odd shopping trip to Brent Cross, but the fact they are on benefits either means that Brent Cross cannot offer cost effective employment, or it has destroyed local jobs in local shops which may provide a way out of the benefit culture.  Our single parent would presumably have experience of the NHS. Would their experiences be positive or negative. I'm lucky enough to have an excellent medical practice at the Millway surgery, who I have no issues with at all. I had different expereinces with Barnet Hospital and my mother when she was ill.

As to the people from Barnet College and Middlesex University. These are the best paths out of poverty and  benefits, but are people in such situations actually able to contemplate using such establishments. Are course structures accessable? I don't know and I doubt whether the people on the One Barnet board really know if the people they should be reaching see education in this light.

Then there is the Barnet police. I may be wrong or naive or even out of touch, but I wonder if the Borough Commander has ever considered popping in for a cup of tea with the mum of an young offender, to see what she thinks of the police in a private and non confrontational situation? I believe that one of the main victims of the Coalition cuts is some of the outreach work that the Met Police were doing. I believe this is false economy.

And then there is Nick Walkley. Does he ever nip around to visit the single mums of Barnet, to see what they think of the services his organisation provides?

The One Barnet board has been in existence for six years. What has it delivered? Has the strategic thinking improved in Barnet? Are we getting the big decisions right? Are we providing an environment where Barnet is becoming a better, safer and healthier place to bring up children? The answer for me was answered last night when I had to visit the London Borough of Harrow for mys sons football team to receive their awards.

Twatman Robert Rams attacks Mike Freer MP

I was amazed to read an attack by Councillor Robert Rams (voted a twat by readers of the Barnet Eye last year) on his former boss at Barnet Council - Mike Freer MP. Of course, being a Twat, it is highly likely that Robert Rams didn't actually realise what he was saying or doing. Today Ramsbottom wrote this blog :-

Let me quote the key passage from Ramsbums blog :-

It is from here he has been paid by the Barnet unions to write these reports. But it is interesting that whatever he writes, he always comes to the same conclusion, that outsourcing is a bad idea, ignoring the savings that have been achieved. But would we expect him to write anything else? So in conclusion, he appears to be an anti-outsourcing activist, so it is hard to understand how his reports can be described as an independent critique of our One Barnet process. I would suggest to the Unions that they save their members’ hard earned money and spend it somewhere else!
Well what Mr Sheepsjacksie Rams neglects to mention is that it wasn't the unions who brought Dexter Whitfield in or paid his bills. It was none other than the then Barnet Council Leader Mike Freer. He made a ground breaking decision to pay for the Unions to hire their own consultant (Prof Whitfield) to cast a critical eye over the proposals. Mike Freer told the Barnet Unison Leader, John Burgess, that criticism of the process from an independent source would improve the process. He put his money where his mouth was and the first four reports were paid for by the Barnet Taxpayer on the command of Mike Freer.

I spoke to John Burgess this evening concerning Robert Rams comments. He stated that when Mike Freer first told him about the One Barnet program (then called Future Shape), he insisted that the Unions were a vital part of the process. He suggested getting Dexter Whitfield in to show Burgess his good faith as a partner. He told John that whilst they would probably disagree on many of the ideas, it was vital that the process involved all the stakeholders in Barnet. This was why the name was changed to One Barnet. Mike Freer always insisted to John Burgess that OneBarnet was not "all about outsourcing" but about transforming and modernising Barnet Council, with the help and agreement of the workforce.

In the near two years since Freer left to persue his personal ambition to become an MP, the One Barnet program has changed. It has become a program solely about outsourcing. Whilst the Unions were tasked to come up with suggested efficiencies and competetive in house bids, the joint Leaders of the Council, Lynne Hillan and Andrew Harper have gone back on their commitments and promises to John Burgess, to consider in house bids if they were competetive. Councillor Rams, who is charged with implementing many "One Barnet" programs has not even to read properly the critique's provided by Professor Whitfield. He has never supplier a sensible response to any of his comments. Now he seeks to dismiss someone who is an eminent professor and has spent years studying the subject in a vicious and ill informed blog (based on casual reading of a couple of internet articles).

I spoke to John Burgess and he informed me that he was shocked that a cabinet member of Barnet Council should choose to behave in such a way. John said "I've worked with four Conservative Leaders at Barnet and although we've had our differences, I've never seen them attack the reputation of an independent advisor, who was initially brought in by the Council, in terms such as these".

Whilst Robert Rams may think he's a clever little twat chappie for attacking Professor Whitfield, he clealry hasn't thought this through. Does he really think anyone with any credibility will want to work for Barnet Council, if Cabinet members are going to harangue them and belittle their reputation, should they spell out a few home truths? Does he think Councillors will get decent advice, if experts know that they will be insulted in this way.

The most telling point about Rams attack against Whitfield is that at no point does Rams identify a single error in Whitfields analysis of Barnet Council's One Barnet program.  He cannot find a single criticism of Whitfields reports to demonstrate why he may be wrong. All he does is attack the reputation of the man. This is the second time in two days that a serious and intelligent critic of Barnet Council has been harshly attacked in this way. Yesterday it was the campaigner against the CPZ price hike, David Attfield.

The evidence is there for all to see. Rams is quite happy to slag off the Unions for spending their money on the services of Professor Dexter Whitfield. As it was the Barnet Taxpayers money, generously provided by Mike Freer MP  which started the ball rolling, it is quite clear that Rams also thinks Mike Freer has wasted cash big time. Sadly he's too cowardly to tell the people of Barnet the whole truth or to attract the ire of his boss. It is telling that Robert Rams is the GLA bag carrier of Brian "Gordon Brown Stealthtaxman" Coleman, who has made a career of attacking the reputations of all who cross him. It seems Robert "Sheepsjacksie" Ramsbottom is ready to step out of the (rather portly) shadow of his mentoe

Professor Dexter Whitfield on Outsourcing

Europe's leading expert on Public Sector outsourcing gave a presentation to the Barnet Alliance for Public Services tonight (Tuesday 15/3/2011). It was most illuminating. I've prepared a brief video report of the event, highlighting some of the fundamental flaws which Dexter has identified in the strategy of local and national government.

BarnetTrack - The new name for Future Shape / EasyCouncil/OneBarnet

Do you remember Railtrack? The company which forever destroyed the credibility of Rail privatisation? The company that took a "license to print money" and lost a shedload, requiring a taxpayer baleout. What has this got to do with Barnet Council? Well Barnet Council have studied the Railtrack model and decided that this is the way of the future. The Railtrack board wanted a "virtual company" which did nothing except commission work from contractors. They believed that outsourcing provided the cheapest price and the best quality in every case. Whole factories in the UK supplying high quality steel rail products closed as cheaper imports were sourced abroad. Hundreds of third party supplier agreements were signed. Maintenence teams were split up and sold off to companies.

Then one day there was an accident at Potters Bar. A private contractor called Jarvis had "issues" with some maintenance work. 7 people died and 76 were injured. Railtrack and it's business practices unravelled. A new company called Network rail (a not for profit Company owned by the Government) took over, to clean the mess up.

Sadly our local Conservative Council learned nothing from the embarrassing fiasco. They have emabarked (they put the bark in embark, this lot) on a program called Barnet Future Shape. When this started to unravel, the then Leader of Barnet Council rebranded it as "EasyCouncil". Being a bit dim, Mike Freer didn't realise that the public associate budget airlines with less than excellent quality. He also didn't realise that unlike Council services, airline customers have a choice. When asked to explain how it worked, a Tory Councillor explained that a local property developer had bought their own council employee to ease through development applications. Mill Hill Councillor John Hart told the Guardian that the disabled and bedridden who rely on the council for care could  "wipe their own arses".

As the scheme became more infamous, it got renamed again. It became "OneBarnet". Sadly the Borough Auditors, Grant Thorton slated it, pointing out there was no business case and no project plan. The Tories in charge said "Oh, no problem, we'll just go off and write one". This was after three years and millions of pounds had been wasted, delivering NO SAVINGS AT ALL.

Well, The Barnet Eye has decided it is time for a rebrand. We're going to refer to the whole cock up as
BARNETTRACK (the cock up formerly known as OneBarnet) in future. The leading expert on the subject, Professor Dexter Whitfield is giving a talk on why the whole project is ill conceived. If you want to know why it's doomed, please come along. Here's a few details from the BAPS press release.
