First Capital Connect and the General Election
My advice to any hopeful politicians who are hoping to get elected at either the Council or the General Elections which will soon be upon us. If any of your voters use the First Capital Connect route into London, then they are likely to be extremely unhappy with the service and the terms of the Company franchise. I would suggest that any MP not campaigning stridently against the firm and for the passengers is not up to the job. I got sent this email by Sandy Walkington, a Lib Dem candidate in St Albans. Far be it for me to tell anyone how to do their job or how to campaign, but I think that this leaflet will help Sandy no end in his bid to get elected. I would suggest that all politicians of all parties follow Sandys lead.
In my blog earlier today, I praised and quoted MP's from all sides for their contribution in the debate. Sadly the two Labour and one Conservative MP's in Barnet (my Council) had nothing to contribute on the matter. I'd rather hoped that this was an issue all of our politicians could get behind the people on. I can think of no single issue that would make more people happy on this train route than to sack FCC and get an operator who knows how to run the service. We pay MP's a decent amount of money, so the least they should do is sort out companies that have a monopoly and fail to provide a service.

First Capital Connect : The Filth and the Fury
The fury is us. The users of the service. If you read this blog to the end, you'll probably have some idea who I think "The Filth" are. This blog is a roundup of the two debates in Parliament about Thameslink and the First Capital Connect route. I've read the minutes for both debates and there were some stark and revealing issues raised.
I've long had reservations about the ability of First Capital Connect to operate an efficient service, but I'd not considered whether we were actually safe on the trains. Are we risking our life and limb? Like me you may have wondered about the recent spate of lineside fires. I couldn't understand how you could get a lineside fire in a sealed tunnel, such as happened recently near City Thameslink.I read this horrific passage in the debate on the Thameslink route in Parliament on 2nd Feb. Mr Kelvin Hopkins MP said this :-

One other point is that there are signalling and electrical power problems. Already there have been line-side fires in the tunnel between Farringdon and City Thameslink. That, I understand, is caused by arcing from the third rails, because the delivery for electricity to those tracks is at one end of that section of track rather than, typically, in the centre, which means that the voltages must be higher to drive the current longer distances.From Mr Hopkins comments, it appears that there is a system problem, making that part of the network prone to fires. I don't know about you, but to me the concept of tunnels, fires and packed commuter trains sounds like a rather dangerous mix.
There was another debate yesterday (3rd Feb) which had been arranged by Anne Main MP, specifically about the FCC service. There were some rather interesting points raised here. One which seemed to sum up the inefficiency was a comment by Lib Dem MP Paul Burstow.
It is not just that trains have been delivered late; they are not delivering the service they are meant to deliver. I gather that at the moment, First Capital Connect trains, the 377s, are breaking down after every 6,000 miles, compared with Southern, which runs the same trains and seems to keep them running for 22,000 miles before they break down. Surely that is another example of how incompetent the company is.I wasn't aware of the huge difference in the reliability of the same trains on different routes. Why on earth should the trains be nearly 4 times more reliable on the Southern Route? In the same debate, Luton MP Kelvin Hopkins also commented on the apparent ruses used by First Capital Connect to avoid financial penalties. Yet again the commuter is the one to suffer :-
This presumably is why some trains are suddenly run through as fast trains. Yet again, the root cause is that FCC don't want to be penalised financially. Mr Hopkins addedMoreover, we have a delay attribution system. If a First Capital Connect train is late there may be a delay in its connection with an East Midlands train, which then might have a problem connecting with a cross-country route in, say, Sheffield, and people will miss their connections. If the fault is traced back to First Capital Connect, it can be fined. So First Capital Connect goes out of its way to ensure that it is not blamed, because it does not want to be fined, but someone has to pay somewhere.
The former rail regulator, Tom Winsor, said in this building, in my hearing, "When BR handed over the railways to the privateers, they were handed over in good order." He is not a dyed in the wool socialist like me; he is an objective observer who was a regulator. He also said that British Rail worked miracles on a pittance. It was desperately underfunded, but it still managed to run a railway.In other words, dodgy companies like First Capital Connect have transformed a functional system into a shambles. Nadine Dorries, MP for Bedford summed it up :-
Moments before we came into the debate, we received an almost self-congratulatory e-mail from First Capital Connect, which announced that there were only 135 cancellations in the week from 25 toThe bottom line though is that after 2 debates in 2 days, it is clear that the Government couldn't be bothered to do anything. Reading the minister, Chris Mole MP's comments, it is clear to me that he is completely useless. A remedial plan is in place until the next major disaster. It seems that the Government are buying the line that First Capital Connect are doing well now. I suppose if you accept that lineside fires, 135 cancellations a week, timetable manipulation, driver shortages (they still don't have the right number of drivers), passengers packed like sardines have no relevance to the debate they are doing OK. What I found extremely upsetting was the fact that none of the MP's in Barnet, all of who represent passengers who use the line, made any contribution to these debates. During the debates there were great contributions from Conservative, Labour, Lib Dem and Independent MP's. Sadly those in our Borough couldn't be bothered. Is it because they all have second homes and so never actually use the line? Is that why they don't care.31 January . It is almost as if those cancellations were the only issue, but as my hon. Friend says, they force more people on to fewer trains, making people late and making their journeys incredibly uncomfortable. "This is the best ...performance...since May 2009.".

Oil City Confidential hits the big screen
Made my way down to Mornington Crescent last night to watch the first screening of Oil City Confidential, the film about Dr Feelgood. I'd already attended the gala premier last year, so I knew what I was seeing. The show was followed by a gig featuring Wilko Johnson with a special guest appearance by Alison Moyet. The gig was beamed out live to 7,000 people in 50 cinemas around the country.
Given that I'd already seen the film, there's probably no surprise if I say it was superb. Julien Temple has done a great job catching the vibe of the time and the feel of the band. I saw the Feelgoods just after Wilko left. They were probably the greatest R&B band Great Britain has ever produced and they were as tight as a ducks (expletive deleted).
The set by Wilko was, well a set by Wilko. If you like rythm and blues, raw and ready you'll like Wilko. Alison Moyet joined the band for a few numbers and really shone. I always thought there was more to her than we saw with her various pop incarnations. I'd love to see her gigging for a full set with a Wilkoesque band. That really was a highlight. Best gig I've seen this year (mind you it's the only gig I've seen this year).
Finally a word about the venue Koko. This used to be the Camden Place and before that the Music Machine. I went to the Camden Palace a couple of times with a Swedish girlfriend who was a new romantic and into dancing, but it wasn't my scene. I must have been to the Music Machine a hundred times. I've seen all manner of great punk/new wave bands there, including The Vibrators, The Monochrome Set, The Yatchs, The Boys. They used to do all sorts of really cheap deals whcih made the gig affordable for a schoolboy doing a paperwound. I loved the place. It had all sorts of tiny little bars on all sorts of levels. Last night was like indulging in a night of passion with a beautiful woman who you haven't seen for a long, long time. It was great. Go and see the film, and if you see any gigs you like at Koko, go and see the gig !

Barnet Council Conservatives - The new Stalinists
There is a fascinating interview in the Society section of the Guardian today, with the architect of the Barnet Council future shape scheme. There are several extremely disturbing aspects of these proposals, which scare the hell out of me. The leader of the Council, Lynne Hillan needs to come clean on these and tell us whether she really does intend to implement this, because if she does, Barnets Conservatives will be trailblazing the way towards a Stalinist, big brother society. Consider this statement

Can you imagine it. You get a knock on the door "Hi, I'm from Barnet Council and Computer says you are a problem family. I've come to run your life for you. Computer says you have a four bedroom house, but there's only two of you so we're going to sell it and invest the money in Iceland for you".
I look forward to David Cameron putting this on one of his big shiny posters. I'm sure Conservative Central office will be thrilled
The second strand relates to streamlining and merging back-office functions of various public sector bodies to cut costs and create "one public sector" or organisation in an area – for example, higher and further education linking with local government and health. Other ideas in this vein include a "common database" on individuals that would prevent people being approached time and time again by "different arms of the stateAs I read this, Barnets Conservatives want a super-database, linking health, tax, police etc. Presumably this means that the Barnet parking warden issueing your parking ticket will be notified that you are overdue a dental appointment. Even more disturbing is the concept that you move to a bigger house, so the police and inland revenue can be tipped off to see if you've got the extra money legally. Given the governments record with implementing "super databases", you'd think Barnets Tories would give such schemes a wide berth. Do you really want your dustman or other Barnet Council employees to know every aspect of your life?

A single point of contact is also envisaged for families with multiple needs, under the banner of "targeted intervention". The council, he says, has 300 families in its area that cost between them £16m a year, have many social issues, and are known not only to the council "but, guess what, they are known to the police or primary care trust as well".You read it right. Barnet Council want to appoint "busybodies" to run the lives of 300 families.It's the old Nanny State knows best philosophy. I'm not quite sure at what point the Conservative Party became Stalinists, wanting to run every aspect of our lives, but it is quite clear that this is there agenda. These 300 "Gatekeepers" will cost how much. Needless to say that once they've sorted out the 300 worst families, they'll move on to the next 300 and before you know it, we'll all have one.
Freer wants each of these families to have a personal adviser – voluntary or paid – to act as a "gatekeeper" who would say to those wanting to help that family, "Why, and what's the outcome?"

Is the Pope a Catholic?
I read this article on the BBC website today, about the Pope worrying that the church might have to start appointing gay people to senior positions. You see I wasn't aware that there was such a ban. I just thought there was a requirement for all clergy (except for married ex Church of England Vicars) to be Celibate, be they gay or straight.
I've no idea if it's true, but years ago, I was told that historically, the Priesthood was seen as a good career for gay Catholics. There was a good reason for this. Priests traditionally are most likely to come into our lives at times of great stress, when we are emotionally vulnerable. Historically with the man of the house going off to fight wars or spending long days working, a Priest who was heterosexual would find himself in a position of huge temptation and with ample opportunity to take advantage of it. Society was far more comfortable with a priesthood who were "not interested". Who knows what they got up to elsewhere? I don't see it as our business one way or the other, so long as they were providing a service to the community.
To this day, many Priests have problems with Alcohol. I happen to believe that this is often due to the unbearable stress of sexual frustration and associated guilt. If I had to lead a celibate life, I'm sure I'd have drunk myself to death years ago. There are many aspects of equality which many people are uncomfortable with. For example, I am far from convinced that the legislation which forced the Catholic Adoption agency to stop placing children, due to the requirement to treat gay couples equally, really was something which benefitted society, especially when there were plenty of agencies which were available and provided the service. Would I have a case for discrimination if I approached a specialist gay dating agency and demanded that they fix me up with a woman? I'm a Roman Catholic, my children have been brought up in the faith, but as I married in a registry office and didn't receive a Church blessing, I don't take communion. I don't feel discriminated against for this. It's the rules of the club.
Society has a bizarre attitude to sex. England may change captains, because the current one chose to put his plonker where it shouldn't have gone. Tiger Woods has lost millions of pounds worth of sponsorship for his "virility". The news is full of stories of other footballers with "super injunctions". To be honest, I don't care what people do in their own homes, behind closed doors, so long as it is consensual and between adults. It's none of my business. I'd much rather the Pope trusted us and allowed us to follow our conscience in these matters. If someone says one thing and then does something else, that is an issue, but if they just get on with their job, who cares. In the good old days, you'd hear old biddies on street corners saying "Oh, that Fr O'Murphy, he's a lovely man" and you know full well what they meant. No one cared.

First Capital Connect - Tell us the truth
On the First Capital Connect website, they print their "performance statistics". Yesterday I wrote a blog detailing how they fiddle the figures. Last night, thanks to Ian Bell, who got in touch via the I Hate First Capital Connect website, it seems that I found another scam. Ian says that First Capital Connect switch trains around "in flight". Basically they redesignate services, so that they appear on time (to everyone apart from the poor passengers on the train). At the end of this blog is the example Ian gave from last night.
Now the point is this. First Capital Connect will go into their meetings with ministers and quote their latest "performance figures". These will show a dramatic "improvement" in performance. The ministers and the regulator will say "well done" and agree that they've done such a marvellous job that they will let them keep the franchise and continue to rake in profits.
The cause of the problem is that train lateness is measured by arrival at final destination. This gives dodgy operators such as First Capital Connect a massive incentive to indulge in dodgy practices such as train swapping, station skipping, etc. For the actual passengers affected, this is a nightmare.
In this day and age we need more accurate statistics. What we should have is a different measure of lateness. We should have "average lateness per passenger journey". In response to an email to First Capital Connect about the practice of shutting train doors at Mill Hill, before all of the passengers have left the train, they told me that their trains have sensors to say how many passengers are on the train. This is logged so there is no reason they can't tell us what the average delay per passenger is. I believe that this would give us all a far more accurate picture and would end this abuse. I would also like to see them fined for every time a train skips a station.
The bottom line is that the figures they provide for lateness are completely untrustworthy and give no real indication of how many trains are late at stations across the network. The Transport Minister Lord Adonis really should be made aware of the fiddling of figures and the massaging of statistics before any decision is made. Strangely enough I don't enjoy sitting by my PC watching train journeys on the display boards, but it is the only way to prove that the fiddling goes on. Please can I ask that everyone keeps an eye on these and if you see any "dodgy" fiddles go on, use the Facebook page to let us all know. The more evidence we get, the better. If possible save the train details and the time the message was posted. A simple way is to check the train before you start your journey. If it's late save the details (with intervening stops) and then check it after you get there. If it magically returns to being on time, post the details. This may seem like a hassle, but if we keep the pressure up, then we may actually get a decent service from a decent operator and then we really wouldn't have to be so obsessed with this awful operator.

The Transport Minister Lord Adonis really should be made aware of the fiddling of figures and the massaging of statistics before any decision is made. Strangely enough I don't enjoy sitting by my PC watching train journeys on the display boards, but it is the only way to prove that the fiddling goes on. Please can I ask that everyone keeps an eye on these and if you see any "dodgy" fiddles go on, use the Facebook page to let us all know. The more evidence we get, the better. If possible save the train details and the time the message was posted. A simple way is to check the train before you start your journey. If it's late save the details (with intervening stops) and then check it after you get there. If it magically returns to being on time, post the details. This may seem like a hassle, but if we keep the pressure up, then we may actually get a decent service from a decent operator and then we really wouldn't have to be so obsessed with this awful operator.

Lynne Hillan is trying it on !
There was a rather revealing letter in todays Daily Telegraph from a selection of Conservative Council Leaders, including Lynne Hillan. It says :-
Now I'm sure some of the Conservative Council Leaders who have signed the letter have done a fine job and are competent administrators. I just think that given the record of Conservatives on Barnet Council, who have made Council tax payers look enviously West towards Brent (who would have believed that a few years ago), they should never have allowed Lynne Hillan to hijack their letter or associate themselves with low Council taxes. The Conservatives in Barnet have nothing at all to teach anyone about running a council efficiently.

I asked a promenant Local Conservative for a comment recently. His response "Erm, er, are you sure?" Yes I am - CLICK HERE FOR BARNETS FIGURES and then CLICK HERE FOR BRENTS FIGURES. If you think you are voting Conservative in the Council Elections for low tax, think again. High Council TAx in Barnet isn't the fault of the Labour Government. It is the fault of a useless Conservative Council, who blame everyone but themselves for the problems.
What Lynne Hillan neglects to mention is that the Conservatives took over at Barnet Council in 2003. Then the council tax was lower than the National Average and much lower than Brent Council next door. This year it is higher than the National Average and Higher than Brent Council. What is the difference between Brent Council & Barnet Council. First Capital Connect : An illustration of how they fiddle the figures
The First Capital Connect website quotes their punctuality performance figures. To be late, a train has to arrive more than 5 minutes late at it's final destination. First Capital Connect are desperately trying to hang on to their franchise and one of the things they are doing is trying to fiddle these figures. One method they use is to cut out stops on late running trains. There is a graphic example of this on their journey check website as I write this. Here are the details : -

Sheltered Housing update : Barnet Council Cabinet review
Barnet Council is discussing the High Court decision to overturn its heartless policy of abolishing sheltered housing wardens on Wednesday 3rd Feb (CLICK HERE for the full report). There are a couple of rather interesting snippets
Now given that many residents of Sheltered Housing are disabled (that is why you need wardens), are you as shocked as I was that "due regard" hadn't been given to the "disability discrimination act 1995". How did the conversation go? Did Lynne Hillan say "As we are getting rid of wardens who look after the disabled, it is unlikely that the disability act applies to us". It isn't that hard to figure out that they have to follow the law, is it?
The next section which caught my eye was this one :-
The first bullet point is the one which shocks me most. This clearly states that the Council has no training program at present to train their staff to do "equality impact assessments". If like me you've followed this whole sorry saga from day one, it now becomes clear how all this mess happened. It happened because the council hasn't got a clue what it's doing and no one has been properly trained.
Consider this. Barnet Council spent £23,000 on fighting a high court case, when they hadn't bothered to train their staff to do the job. They also launched a case against Yvonne Hossacks, the lawyer representing the tenants. The cost of this hasn't been disclosed. In other words tens of thousands of pounds have been spent on cases, which were doomed to fail.
At the cabinet meeting where Barnet Council approved the policy, I asked whether a risk assessment had been performed on the impact of the decision. The then Tory Council Leader said "Yes". I asked a follow up question "How long is this". He replied "3 paragraphs". That was for every site, every scenario and every tenant. It was clear to me that they didn't know what they were doing. As the Leader gave his response, there was hysterical laughter from the public gallery. The cabinet, to a man, looked horrified.
Council Leader Lynne Hillan was the architect of this policy. How can she justify trying to implement sucha change, without even having properly trained staff. It is clear from reading these papers that the Council plan to abolish the Wardens just as soon as they can. Lets just review the story so far

Traffic Calming - Barnet Council Style
Last year I attended a meeting of Barnet Councils Cabinet where Mr Novak, who lives in Uphill Road, presented a paper detailing why road humps should be put back into his road. His report had the support of all but three of the residents. He detailed how hundreds of schoolchildren us his road to walk to Mill Hill County High. He detailed how 50% of cars break the speed limit according to the councils own stats (bearing in mind that at some periods of the day there is congestion). He detailed how residents had suffered accidents due to speeding motorists using the road as a ratrun from Marsh Lane to Lawrence Street. He detailed how motorists hurtled down the road to avoid Apex Corner as a cut through to Mill Hill Circus. In short he made his case.
Barnet Councils then road supremo, Andrew Harper (now deputy Leader) dismissed the report. The views of local residents didn't matter. The safety of schoolchildren didn't matter. Why, you may ask?
The answer which Mr Harper gave, in no uncertain terms was this "Barnet Council is a motorist friendly Council so we don't want traffic calming measures, the car comes first". Mr Harper pointed out that the average speed in Uphill Road was just under the speed limit, therefore there wasn't a problem (ignoring the fact that this meant 50% of cars were breaking the speed limit). Mr Harper said that road humps damage cars and slow down emergency services. This is paramount. The emergency services must be able to get from A to B as quickly as possible (no doubt to attend accidents caused by speeding motorists).
As I drove around the London Borough of Barnet this weekend, I pondered Andrew Harpers comments. Due to Barnet being unable to access £27.4 of reserves in Iceland, having reportedly lost £12 Million completely and having lost milions in interest, there is a cash crisis. As a result Pothles are not being fixed. These have sprung up all over the Borough. On many busy roads such as Pursely road, used by the 221 bus, these are huge. Car suspensions are being destroyed by these menacing obstacles. Wheras you see road humps and there are signs to alert you, potholes are a hidden menace. I saw an ambulance on Pursley Road nearly crash on Saturday, avoiding a particularly nasty hole.
The thing about potholes is that they grow every day they aren't fixed. As they grow, the whole fabric of the road disintegrates. A small hole can be fixed relatively cheaply and easily, as they grow, the whole road cracks up. When it comes down to it, this is one of the first and most noticeable signs of Barnets Icelandic financial woes. A decent administration would have set up a "Potholes task force" after the bad weather and would have fixed them up as soon as they appeared. In the long run this is far cheaper than resurfacing the whole road. Next time Harper and his colleagues tell you they are motorist friendly, consider the damage being done to cars everywhere by Barnets pot holes.
As to the cost. If you damage your car on a pothole, it is the responsibility of the Council. I'd suggest you write to Andrew Harper and ask him for the cash.
