I was told this joke by a Barnet Councillor. To spare their blushes, I won't name them.

Not a very well constructed joke. I mean, why would a prostitute that voted Tory stop voting Tory? Because they had a bad client who was a Tory? It doesn't make much sense.
(As an aside, arguably, many prostitutes ARE small business owners...)
But the main point is... let's hope this councillor is wrong and that small business owners that usually vote Tory learn from the parking fiasco that the party doesn't have their interests at heart, and stop voting Tory.
I believe this can happen.

You know you can think about these things too much. As to what party? That would be telling.
I've been thinking about the economic status of prostitution a lot since last night when I went to a talk by a sex worker organising in the GMB union. It was a very interesting talk but it opened a whole Pandora's box of questions!
For another day! I reckon it was a lib-dem.
